Protocol Office

The Naval Postgraduate School (NPS) Protocol Office is a team of civilian, officers, and enlisted personnel responsible for providing a wide range of protocol duties in support of the NPS President.

The Protocol Office directly supports NPS leadership in planning and overseeing official visits, ceremonies, conferences, and distinguished visitor (DV) engagements throughout the year.

They advise leadership and departments across NPS on a wide range of matters, including protocol and etiquette, invitations, ceremonial events, receiving lines, scripts, programs, and event seating.

The Protocol Office also coordinates foreign visits in collaboration with the appropriate disclosure and security offices to ensure all visits are properly cleared, routed for approval, and conducted with appropriate customs and courtesies.


Event Support

The Protocol Office provides support for social functions sponsored by the President and is involved in providing protocol expertise for military ceremonies. The Protocol Office offers guidance to departments, centers, and institutes hosting distinguished visitors for conferences, lectures, events, and executive level courses and programs.

The Protocol Office is actively engaged in planning, coordinating, and implementing every aspect of visits from elected officials, appointed federal officials, U.S. military flag/general officers (O-7 and above), Senior Executive Service (SES) members, and international military flag/general officers.

DV Lodging Requests

The Hotel Del Monte offers Distinguished Visitor Quarters (DVQs) to serve flag/general officers (all O-7 and above), O-6 on orders/official business, and SES level personnel. Priority is given to VIPs on official business followed by leisure travel. To make a reservation, please contact the Hotel Del Monte at 831-920-0974 (ext.5).
 


Venue Reservations

The Protocol Office manages reservations for the King Hall Auditorium (KH), Mechanical Engineering (ME) Auditorium, Executive Briefing Center (EBC), Glasgow 102, Ingersoll 122, Root 109, and Root 111B.

These venues support a variety of ceremonies, conferences, lectures, meetings, and special events, with capacities varying by venue and room configuration. To request a reservation, submit a venue request via the Scheduling Portal (NPS login required). Venue bookings may be made no earlier than one year prior to the event date. While every effort will be made to honor confirmed reservations, venue assignments remain subject to change to accommodate institutional priorities and mission requirements, as determined by the Protocol Office.

FAQ

1. An NPS Point of Contact (POC) is required for your event.
2. Confirm the event date, time, location.
3. Determine DV Requirements.
4. Be prepared to attend a meeting with the Long-Range Calendar team to discuss your event if necessary.
5. Coordinate with your NPS POC for logistics (access, space, A/V, parking, lodging, etc.)
6. Share final agenda for your event with the Protocol Team via email or Teams.
7. Ensure DV escort/support plan is in place.

1. Fill out the Event Request Form.
2. Reserve Venue for your Event via the Online Portal (NPS Log-in Required).
3. Fill out A/V Support Request Form.
4. Request NPS Photography or Public Affairs Support (official NPS events only).
5. For catering, reach out to the MWR Food and Beverage Director.

NOTE: Venue bookings may be made no earlier than one year prior to the event date. While every effort will be made to honor confirmed reservations, venue assignments remain subject to change based on institutional priorities and mission requirements, as determined by the Protocol Office.

1. Fill out the DV Form.
2. Confirm lodging with the Protocol Office if requested in DV Form.
3. Request DV Parking if needed (no more than 3 placards per event/conference).

Current Policy:

1. 100% ID checks will remain in effect for all personnel over the age of 18.
2. Escorts will be required for any personnel who are not vetted.
3. 100% vetting will be required for anyone entering the installation who does not have authorized access (CAC) and who will not be under the immediate supervision of an authorized escort/sponsor for their entire duration at NSA Monterey.
4. All Foreign Nationals must be vetted.

If you will be needing a Classified space for your event, please coordinate with the Security Manager for access/clearance.

You will be required to assign physical security (door guards) for your event; this is not provided by the NPS Security team.
